浅谈高校内部财务审计与工程审计的结合运用

高等学校内部审计从专业角度可分为财务审计和工程审计,审计实践表明工程审计并不是独立的,它与财务审计密切相关。高校内部审计中财务审计与工程审计的具体结合运用：事前审计,包括决策、概算等方面的把关工作;事中审计,包括资金、结算等方面的把关工作;事后审计,包括决算、效益等方面的把关工作。

Ethiopia's developmental state: A building stability framework assessment

Ethiopia has been lauded for its economic growth and progress in human development indicators. For some, that success is rooted in the developmental state approach advocated by the government. For others, the theory of the developmental state and the practice in Ethiopia were often at odds. Up until 2018, ideas that challenged the state and its approaches were not welcome, and politicians, academics and journalists were jailed for expressing alternative views. However, this appears to have changed, and in June 2018 the Deputy Prime Minister called for debate on the developmental state model. This article explores Ethiopia's developmental state model using the building stability framework, analysing its ability to establish fair power structures, foster inclusive economic growth, develop conflict‐resolution mechanisms, create effective and legitimate institutions, and enable a supportive regional environment. We find the developmental state was effective in a number of ways, but that this modality of governance appears to have passed its peak of securing advantage in Ethiopia. A shift from the developmental state to developmental democracy appears to be underway. Decision‐making and economic policies need to align with this change.     

流程、合规与操作风险管理

商业银行风险管理研究中“违规活动—操作风险—信用风险”风险链条尚未得到足够重视． 巴塞尔委员会全面风险管理框架下的众多风险是分层次的，最底层是合规与操作风险，合规与操作风险做到位能极大降低其他风险发生的概率． 以往由于缺少数据支撑，信用风险的合规与操作风险动因无法建立，本文基于“流程—节点—风险点—控制措施—违规事件”关联模型，建立了合规与操作风险的动因库和损失数据库，并在理论上对风险链条上的风险传递关系进行初步探索． 首先基于流程对合规与操作风险动因进行解析，寻找深层次的人员违规和操作风险动因; 其次，探讨了金融机构如何通过业务流程再造改善合规与操作风险管理; 最后是基于流程的操作风险量化建模． 基于实践，总结提炼了“三位一体”的金融机构合规与操作风险管理模式，包含理论基础、信息系统和保障机制，该模式在诸多金融机构中得到运用，并取得显著成效．     

社会保险与家庭金融风险资产投资

社会保险是否影响家庭在金融风险资产中的投资决策呢?本文使用两期家庭最优决策模型得到的理论分析结果表明,社会保险不仅能够提高家庭在风险资产中的投资广度和深度,而且对于不确定性更大、风险承受更强家庭的影响更为显著.基于省级层面得到的宏观实证检验结果和基于2011年家庭金融调查数据得到家庭层面的微观实证检验结果都支持了上述理论结论.本文的发现对于协调社会保险发展和建立多层级金融市场具有很强的政策意义.     

商品金融化背景下大宗商品指数收益机制转换

基于虚拟变量Markov机制转换模型,选取具有代表性的国际商品指数-标普高盛商品指数(S&P GSCI)及道琼斯大宗商品指数(DJCI)为研究对象,探寻大宗商品指数收益率机制转换出现的规律与诱因.实证结果表明:修正后的模型能较好地反映大宗商品指数收益率波动性呈现出的“中-高-中高-低-中”的阶段性变化,在阶段变换的拐点处商品指数呈现出具有转折意义的“V”形走势;金融危机前后的流动性冲击改变机制转化的概率.研究结果可以为预测大宗商品市场走势及阶段性转折点提供参考.     

财务共享服务与企业竞争力的关系——基于双重差分模型的实证检验

从分析财务共享服务效果的视角出发，以市场结构、基础资源和新能力理论为依据，建立了评价企业竞争力的财务指标体系。研究结果显示：在市场地位方面，实施财务共享服务增强了企业资金管控效果，使营业收入质量提高，但是营业收入增长率却呈现负增长，说明财务共享服务对市场拓展能力的影响具有延迟效应；在资金资源方面，财务共享服务提高了企业的资金筹措能力和偿债能力，风险控制能力增强，使企业获得资金资源竞争优势；在企业能力方面，财务共享服务能够降低成本、增加绩效，更好地服务企业战略，提升企业的盈利能力和创新能力。总之，实施财务共享服务能够促使企业财务管理转型升级，为未来发展赢得先机，可增强企业竞争力。     

Financial Knowledge and Behaviors of Chinese Migrant Workers: An International Perspective on a Financially Vulnerable Population

ABSTRACT

Making informed financial decisions is crucial to the wellbeing of Chinese migrant workers. Using interview survey data (N = 329), this study examined financial knowledge and behaviors of migrant workers in China. Results showed that participants demonstrated low levels of financial knowledge (51.4%) and beneficial financial behaviors (51.0%). Multivariate results indicated that a modest proportion of the variance in financial behaviors was explained by financial knowledge, attitudes, and socio-demographic characteristics (e.g., marital status and income). Findings underscore the importance of disseminating culturally-relevant educational interventions to financially at-risk, low-paid migrant workers in China.     

What Helped Nonprofits Weather the Great Recession?

This study examined the effectiveness of several financial strategies for nonprofit organizations in fighting the Great Recession. Using data from human services and community improvement organizations in the state of New Jersey, we tested hypotheses about the relationships between three measures of financial sustainability and various fundraising efforts and financial indicators. We found that (1) except for strong external funding relationships, funding efforts were generally not effective in enhancing financial sustainability during the crisis; (2) higher operating margin and equity ratio improved an organization's ability to generate revenue and maintain expense levels, but higher debt ratio and administrative cost ratio were generally harmful; and (3) revenue diversification might aggravate fiscal stress and cause more expense cuts in a severe crisis. These findings improve our understanding of the mechanics of nonprofit management during times of harsh fiscal conditions and suggest useful ways for nonprofit organizations to navigate future financial crises.
